How group health insurance premiums are broken down is a question that comes up constantly among employers. In a group policy, the overall monthly premium is usually split between the company and its staff. As an employer, you determine how much of that cost you take on – whether that’s the required minimum contribution or a bigger percentage to make health coverage less costly for your employees. Facts About Business Group Health Insurance Open Enrollment in Hunterdon County NJ

Setting assumptions aside, the way group coverage works in New Jersey comes down to state rules that turn out different from what owners expect. Ahead of renewal season, a handful of items deserve your attention:

  • From November 15 to December 15, an employer open enrollment window belongs specifically to New Jersey. January 1 of the next year is the start date assigned to applications received during the period.
  • Requirements that keep many small groups out are set aside during that window. While the 75% participation and 10% contribution rules are waived for applications received in the employer open enrollment period, small employer status is still necessary and one employee at minimum must enroll.
  • Outside that window, the 75% participation rule applies. Full-time in New Jersey means 25 or more hours per week, and carriers want 75% of those workers enrolled in the plan. A 30-hour bar is what federal rules use, so the shorter state threshold trips up many owners.
  • Employees with other coverage still count toward participation. Employees covered by Medicare, Medicaid or NJ FamilyCare, another group plan, a spouse’s group plan, or Tricare count toward the 75% figure.
  • The contribution floor placed on employers is 10%. State law puts small employers on the hook for no less than 10% of what the group’s health benefits plan costs in total. While the requirement stops at 10%, higher contributions are permitted and are what many employers opt for.
  • You don’t have to wait for a calendar-year window to start coverage. Whenever a small employer chooses to apply, the date coverage starts follows from when the finished application reaches the carrier. Renewal day, not anything else on the calendar, is the deadline to plan around.
  • Guaranteed issue is the standard for small group coverage across New Jersey. Carriers owe an offer of coverage to the eligible employees of small employers and to those employees’ dependents, so what is in your team’s medical past has no bearing on approval.
  • There is a federal tax credit most small employers overlook. Businesses with fewer than 25 full-time equivalent employees that fund at least half of employee premiums may claim up to 50% of what they pay, through a SHOP plan. Wage averages of $34,100 unlock the full credit in 2026 while $68,200 allows a partial credit, though in most cases the credit runs for only two back-to-back tax years.
  • Don’t forget the March filing deadline. March 31 is the cutoff for sending 1095 forms to the Division of Taxation, and early March is when each New Jersey resident enrolled in the plan must receive a form, both requirements stemming from the state’s Health Insurance Market Preservation Act.

Essential Health Benefits Included in Business Health Insurance in NJ

Is My Business Required to Offer Business Health Insurance in NJ?

Whether your business is legally required to provide employee health insurance in NJ comes down to your employee count. Under the ACA’s large group mandate, employers with 50 or more full-time or full-time-equivalent employees have to offer group health coverage or face penalties. Small employer status applies below 50 employees, and while these businesses aren’t mandated to provide coverage, many do – a reminder of the fact that employer-sponsored insurance is still how the majority of Americans get covered. Getting your true full-time-equivalent count correct is essential for any New Jersey business sitting near the 50-employee mark, and helping you sort that out is one of the first things our advisors do.

Who Counts as an Employee for Employee Health Insurance Eligibility?

A basic headcount won’t tell you whether you count as a small or large employer under rules for business health insurance; the ACA defines exactly who counts. A worker working at least 30 hours per week in any given month is classified as one full-time employee. Part-time hours are handled separately: total everyone’s weekly hours, split the total by 30, and the final figure is your full-time-equivalent count. The calculation leaves out seasonal workers altogether if they’ve put in fewer than 120 days in a year. Keep in mind, too, that several worker categories don’t qualify as employees when it comes to group health insurance:

  • Business owners and their spouses
  • Partners in a partnership
  • Sole proprietors
  • Leased employees
  • Independent contractors
  • 2% shareholders in an S-corporation

Getting this calculation wrong is one of the most common mistakes we help New Jersey business owners correct, and it can meaningfully affect which group plans your business is actually eligible for. For business owners who want to learn more before reaching out, we’ve put together a full library of business and group health insurance resources.
